Board Services Division

Mandate:

The Board Services Division is responsible for providing support to the RHAs and agencies to enable them to deliver quality programs and services to the residents of Newfoundland and Labrador within available resources. Capital planning, Road and Air Ambulance, the Provincial Blood Coordinating Program, Wait Time Coordination, and Health Emergency Management fall within this Division’s mandate.

Functions:

  • To provide advisory and consulting services in support of the programs, services and operations of the four regional health authorities;
  • To provide planning and consulting services related to the construction and redevelopment of hospitals, nursing homes and community health centres;
  • To identify priority repairs and renovations, as well as equipment needs in health facilities and to allocate financial resources on an annual basis;
  • To monitor the operations of the RHAs, in collaboration with the Financial Services Division, to ensure that the health and community services system is responsive to the needs of the population and programs and services are delivered within available resources;
  • To assist with best practices reviews within the RHAs to identify operational improvements;
  • To assess new initiatives from a program and funding perspective, that are proposed by the RHAs for implementation within the regions;
  • To respond to inquiries from clients, families, public and elected officials on services delivered by the RHAs;
  • To develop operational standards for various program areas, e.g., transition houses, road ambulance, LTC facilities, home support, personal care homes;
  • To participate in negotiations of service contracts and monitor service contract obligations with the private and community ambulance operators. Negotiations are done in collaboration with the Public Service Secretariat. Ongoing policy development for the ambulance program is also a prioirty;
  • To provide leadership and collaboration with the Regional Health Authorities and the Provincial Blood Office to ensure blood products will be managed safely and effectively for all health care recipients.
  • To monitor wait times for access to services in order to fulfill Governments commitment to reduce wait times and to provide regional and provincial updates to citizens of our province on a regular basis.
  • To provide overall direction, development and administration of the provincial health emergency management program, including ensuring health emergency management program development at the regional level. The main focus is to ensure that the health sector of Newfoundland and Labrador is able to continue providing an effective coordinated response to the health needs of provincial residents during an operational disruption or an external disaster event.
